What is Affordable Housing in New Jersey?

Housing is considered affordable when a household is paying not more than 30% of their gross income for housing costs, including utilities. This allows households to have money to pay for other essential and non-essential costs.   Affordable housing includes rentals and fee simple purchase.

Why is Logan Township providing Affordable Housing?

First, the State of New Jersey requires each municipality to provide a realistic opportunity for the creation of affordable housing through a legal concept known as the Mt. Laurel Doctrine.

More importantly, the Mayor & Council have developed a plan to construct affordable housing units because it is the Township Council’s mission to make more housing affordable in Logan Township for qualified individuals, families and senior citizens (62 years or older).

Logan Township is engaging developers and participating with the design of the developments.  In partnering with a developer, the Township has a voice in the site location, layout, number of units, material and other design features and amenities.

Who needs Affordable Housing?

A variety of people – including young adults just starting out, working class families, persons with disabilities and senior citizens.

Here are the affordable housing income limits for Logan Township.

  • 1 Person Household: $25,080-$66,880
  • 2 Person Household: $26,880-$71,680
  • 4 person Household: $30,465-$81,240

In addition to meeting these income limits, a thorough vetting process is applied to potential renters and buyers by an approved Affordable Housing Administrator that will manage wait lists and income certify applicants for the housing rental and sale opportunities.   Affordable housing is available to everyone within the 50 United States, not just Logan Township residents.  Typically, enrollment and selection are conducted through a random lottery process. How is it paid for?

Pursuant to State statute, every new construction project in Logan Township is required to pay into a fund called the Affordable Housing Trust Fund.  Although maintained by the Township, this fund is separate from the Township Budget and is not funded by taxpayer dollars.   Accumulated assets in this fund may only be spent towards the development of affordable housing and can be used for both rental and for-sale units.   In addition to these funds, the Federal Low Income Housing Tax Credit Program (LIHTC) assists developers fund and develop rental housing projects, and it is the largest single source of project funding statewide.  Regardless of funding source, 100% affordable projects have specific bedroom requirements (1 bdrm, 2 bdrm, etc.) as indicated under the revised Uniform Housing Affordability Controls (UHAC).

In summary, no local taxpayer funds are utilized in the development and construction of affordable housing in Logan Township.

Affordable Housing Activities Timeline for Rental Units Project

  • June 2025 – Housing Element and Fair Share Plan submitted
  • July 2025 – Township Council adoption of Redevelopment Plan
  • August 14, 2025 – Planning Board Meeting – Preliminary Site Plan Application for Blk. 1701, Lot 4 (corner of High Hill Rd. and Beckett Rd.)
  • September 2025 – Developer submits application for tax credit funding to NJ Housing and Mortgage Finance Agency
  • 1st Qtr. 2026 – Announcement of awards for developments selected for HMFA tax credit funding.
